NASLA : Positive Strides Despite Hurdles

Infrastructure development, first batch of in-service training completed, training of Regional council Presidents, provision of holiday jobs, among others are some of the realisations in two years.

The Director General of the National School of Local Administration, NASLA, Tanyitiku EnohAchou Bayee, clocked two years at the helm of the institution last March 25, 2022. Appointed by the Head of State in March 25, 2020, following the transformation of the former CEFAM, into NASLA, with the vision of training personnel of the regional and Local Authorities, to enhance effective Decentralization, the senior civil Administrator sized up his activities after two years. In an interview granted L’Action, the Director General pinpointed his challenges, achievements and prospects for the institution. He also expressed worries about some institutions who are bent on frustrating the vision of the Head of State in creating NASLA. “Concerning infrastructure development, NASLA has been undergoing numerous constructions and rehabilitation of existing structures. We have constructed a hall called the national dialogue hall; an amphitheatre of over 400 seats is near completion, while the library and archive buildings have been constructed. A double building comprising 30 offices and 15 classrooms will be completed soon, while there is ongoing renovation works in all the existing structures. We have carried out training of the Regional and Divisional Delegates of the ministry of Decentralization and Local Development, as well as training of Regional council Presidents, the treasurer’s and some committed members. The first batch of our in service trainees have completed and will be sent forth in April. The selection exercise of the second batch is ongoing”. The Director General equally highlighted the yearly holiday jobs offered to students saying it’s the institutions way of assisting them during the long vacation.
As difficulties, NASLA’s GM said “It is surprisingly incomprehensible that some institutional actors are blocking NASLA from its vision and mission of promoting a successful and effective Decentralization through quality human resources”.
Despite all, the Director General remain thankful to the Head of State, the Prime Minister and Head of government, the ministry of finance, Ministry of Economy, as well as FEICOM, for the material contribution to ensure that the school functions without much difficulties.
