CIRCULAR N0. 4/CPDM/CC/SG OF 3 OCTOBER 2012 RELATING TO THE PARTICIPATIONOF THE CPDM IN THE RECOMPILATION OF VOTER REGISTERS :

BACKGROUNDFollowing the enactment of the Electoral Code, our country, under the guidance of the President of the Republic, H.E. Paul BIYA, National President of the CPDM, is embarking on a new phase in the process of deepening our democratic experience, with the imminent launching of the recompilation of voter registers in order to clean up and update the register of electors.Pursuant to the law, this operation shall be conducted by Elections Cameroon (ELECAM), the independent body responsible for organizing free and fair elections following universally accepted standards. It should be noted that the campaign is of historic importance as it will be the first time the recompilation of voter registers is being carried out since democracy was restored in our country.In keeping with its fundamental objective as enshrined in its Basic Texts, namely to work for the advent of a renovated and peaceful Cameroon Nation, founded, among other things, on the principles of rigour, freedom and democracy, in order to, ensure the full development of the people; concerned about the success of this important operation whose contribution in improving the electoral system in Cameroon it fully fathoms, the Cameroon People’s Democratic Movement intends to support the recompilation of voter registers by encouraging as many Cameroonians of voting age as possible, in particular, electors of the Party, to participate in the operation. In so doing, the CPDM is adopting the position of citizenship which makes it a responsible Political Party and confirms its irreversible commitment to put in place a transparent electoral system that allows for free expression by citizens and for the conduct of free and fair elections.This circular outlines the conditions under which the Cameroon People’s Democratic Movement could contribute to the best of its abilities to the recompilation of voter registers by facilitating the re-registration of all former electors, on the one hand, and encouraging a maximum number of new potential electors to be registered, on the other.II. STRUCTURESA- AT THE GENERAL SECRETARIAT OF THE CENTRAL COMMITTEE• The Voter Register Recompilation Supervisory Commission instituted at the party headquarters shall ensure the supervision, coordination and monitoring of operations for the recompilation of voter registers.• Accordingly, it shall:- ensure the smooth functioning of party field structures;- act as an interface between the Secretariat General of the Central Committee and party field structures;- collate reports sent from the field.• Under the authority of the Secretary-General of the Central Committee, the Supervisory Commission shall comprise:- 1 (one) Chairperson;- 3 (three) Vice-chairpersons;- Members;- 2 (two) Rapporteurs;Appointed by the Secretary-General of the Central Committee. The Rapporteurs shall be assisted by 4 (four) Chargés de Mission who shall also be appointed by the Secretary-General of the Central Committee.B- ON THE FIELD There shall be two levels of intervention on the field:- supervision and support;- Registration operations.1- Supervision and SupportThis level of intervention shall devolve on structures responsible for:- Ensuring the smooth conduct of operation for the recompilation of voter registers for the CPDM, especially by ensuring that ELECAM takes the CPDM into account within ad hoc Committees;- Ensuring the follow-up, supervision and support of the operational structures of the Party responsible for registration.The structures responsible for supervision and support shall be:- the Regional Supervisory and Support Committee;- the Divisional Supervisory and Support Committee; and- the Council Supervisory and Support Committee.(a) The Regional Supervisory and Support CommitteeIt shall be responsible for:- monitoring, controlling and assessing the recompilation of voter registers within the Region on behalf of the Party;- developing and maintaining relations with ELECAM regional branches;- supervising and supporting the operational structures responsible for registration in the Region.The Regional Supervisory and Support Committee shall comprise a Chairperson, Vice-chairpersons, members and Chargés de Mission designated by the Secretariat-General of the Central Committee.(b) The Divisional Supervisory and Support CommitteeIt shall be responsible for:- monitoring, controlling and assessing the recompilation of voter registers within the Division on behalf of the Party;- developing and maintaining relations with ELECAM divisional branches;- establishing and maintaining relations with State entities involved in the electoral process within the Division;- supervising and supporting the operational structures responsible for registration in the CPDM, WCPDM and YCPDM Sections.The Divisional Supervisory and Support Committee shall comprise a Chairperson, Vice-chairpersons, members and Chargés de Mission designated by the Secretariat-General of the Central Committee.(c) The Council Supervisory and Support CommitteeIt shall be responsible for:- monitoring, controlling and assessing the recompilation of voter registers within the Council on behalf of the Party;- developing and maintaining relations with ELECAM local branches;- establishing and maintaining relations with State entities involved in the electoral process within the Council area;- supervising and supporting the operational structures responsible for registration at the local level (Sub-Sections, Branches and Cells).The Council Supervisory and Support Committee shall comprise a Chairperson, Vice-chairpersons, members and Chargés de Mission designated by the Secretariat-General of the Central Committee.2- Registration OperationsThe officials of CPDM basic organs shall ensure the effective registration of all Party electors by embarking on a wide outreach and door-to-door registration exercise.Mobilization for voter registration shall devolve on:- the Section Operational Registration Committee;- the Sub-Section Operational Registration Committee;- the Branch Operational Registration Committee;- the Cell Operational Registration Committee.(a) The Section Operational Registration Committee• Established within the CPDM Section, the Section Operational Registration Committee shall be responsible for the organization, coordination and effective registration of Party militants and sympathizers on voter registers in Sections.• The Section Operational Registration Committee shall be composed as follow:- Chairperson: the CPDM Section President.- Vice-chairperson: the WCPDM Section President, the YCPDM Section President, Party militants, Mayors and 1st and 2ndclass chiefs of the locality.- Members: members of the CPDM, WCPDM and YCPDM Section Executive.- Treasurer: the CPDM Section Treasurer, assisted by the Assistant CPDM Section Treasurer and WCPDM and YCPDM. Section Treasurers.-Rapporteurs: CPDM, WCPDM and YCPDM Section Secretaries.(b)The Sub-section Operational Registration Committee• Established within the CPDM Section, the Section Operational Registration Committee shall be responsible for the organization, coordination and effective registration of Party militants and sympathizers on voter registers in the Sub-sections.• The Sub-section Operational Registration Committee shall be composed as follow:- Chairperson: the CPDM Sub-section President.- Vice-chairperson: the WCPDM Sub-section President, the YCPDM Sub- section President, Party militants, 3rd class chiefs.- Members: members of the CPDM, WCPDM and YCPDM Sub- section Executive.- Treasurer: the CPDM Sub-section Treasurer, assisted by the Assistant CPDM Sub-section Treasurer and WCPDM and YCPDM Sub-section Treasurers. Section Treasurers.- Rapporteurs: CPDM, WCPDM and YCPDM Sub-section Secretaries.(c) The Branch Operational Registration Committee• Established within the CPDM Branch, the Branch Operational Registration Committee shall be responsible for the organization, coordination and effective registration of Party militants and sympathizers on voter registers in the Branch.• The Sub-section Operational Registration Committee shall be composed as follow:- Chairperson: the CPDM Branch President.- Vice-chairperson: the WCPDM Branch President, the YCPDM BranchPresident, Party militants, 3rd class chiefs.- Members: members of the CPDM, WCPDM and YCPDM Branch Executive, Party militants, municipal councilors and elders of the locality.- Treasurer: the CPDM Branch Treasurer, assisted by WCPDM and YCPDM Branch Treasurers. – Rapporteurs: CPDM, WCPDM and YCPDM Branch Secretaries.(d) The Cell Operational Registration Committee• Established within the CPDM Cell, the Cell Operational Registration Committee shall be responsible for the organization, coordination and effective registration of Party militants and sympathizers on voter registers in the Cell.• The Cell Operational Registration Committee shall be composed as follow:- Chairperson: the CPDM Cell President.- Vice-chairperson: the WCPDM Cell President, the YCPDM Cell President, – Members: members of the CPDM, WCPDM and YCPDM Cell Executive, Party militants, municipal councillors.- Treasurer: the CPDM Branch Treasurer, assisted by WCPDM and YCPDM Branch Treasurers. – Rapporteurs: CPDM, WCPDM and YCPDM Branch Secretaries.III. MISCELLANEOUS AND FINAL PROVISIONS1. Powers• Supervisory and Support Committees shall ensure the proper execution of tasks assigned to Operation Registration Committees.• Where the failure of an Operational Committee is established, the Supervisory and Support Committees shall take appropriate corrective measures.• The mobilization of financial resources shall devolve on Supervisory and Support Committees, which shall ensure their equitable distribution ad proper management by Operational Registration Committees in which the responsibilities of the authorizing officer (Committee Chairperson) and accounting officer (Committee Treasurer) shall be separate.• Supervisory and Support Committees shall hold follow-up meetings with Operational Committees, as and when necessary.• The Chairpersons of Operational Committees shall carry out their duties in close collaboration with ELECAM, in accordance with the terms and conditions specified by the Electoral Code.• Supervisory and Support Committees and Operational Registration Committees shall be deployed according to a schedule prepared by mutual agreement, to ensure the consistency and efficacy sought by the Party in the recompilation of voter registers.2. Reports• Regional Supervisory and Support Committees shall prepare and submit a monthly report on the status of registration in the Region to the Voter Register Recompilation Supervisory Committee of the Central Committee General Secretariat.• Regional, Divisional and Council Supervisory and Support Committees shall prepare, at local level, the terms and conditions for gathering and transmitting information among themselves, on the one hand, and between them and Operational Registration Committees, on the other hand.3. Term of Office• The term of office of Supervisory and Support Committees, as well as Operational Committees shall run from the date of signature of this Circular and end on the closing date of the statutory recompilation of voter registers.Jean NKUETESecretary-General of the Central Committee
