The North West Regional Assembly has announced new guidelines for the second phase of the Peace and Development Initiative, signaling an imminent take off of this phase across all seven divisions of the region.
In a memo issued by the Regional Executive Council President, Prof. Fru Angwafo, stakeholders have been tasked with implementing enhanced measures that prioritize transparency, inclusion, and operational efficiency.
Among the new guidelines, all project proposals shall be scrutinized by the Assembly’s technical team to ensure that they meet the terms and maturity for execution. Expenses shall be scrupulously supervised to ensure accountability and no new equipment shall be purchased in this phase considering that major equipment were acquired in phase I
The Peace and Development Initiative is the Regional Assembly’s flagship programme for socioeconomic development, designed to restore hope and livelihoods in communities affected by the ongoing crisis. The initiative garnered grassroots support and acceptance through its community-driven approach, empowering local development committees to execute public interest projects.
Phase I achieved notable milestones through High Labour Intensity activities carried out in partnership with Divisional and Sub-Divisional Peace and Development Committees. The HILA cash-for-work scheme alone empowered over 5,015 youths in 2024, providing temporary employment, income, and renewed purpose to young people across the region.
Durable equipment procured during the first phase have been transferred to Municipal Councils for continuous use, while lessons learned have directly informed the strategic direction of Phase II. Administrative challenges and incomplete CamCCUL payments identified during the initial phase have prompted procedural reforms.
The enhanced framework requires all projects and beneficiary lists to undergo validation by local Peace and Development Committees, receive mayoral endorsement, and secure approval from relevant State engineers.
Strengthened oversight mechanisms
Under the new guidelines, supervisors must receive formal designation while daily attendance sheets become mandatory for all activities. Weekly payment schedules will be clearly communicated to participants, ensuring transparency in financial transactions and timely compensation.
Administrative and accounting documentation will be prepared by the technical committee of the North West Regional Assembly. Divisional Coordinators must submit comprehensive documentation, including beneficiary identification papers, as part of enhanced due diligence procedures.
